You can distribute your licenses within your company in whatever way suits you best. Each application is linked to its own database and may only be used for the customer data intended for the respective company.
If you are part of a group of companies, the same rules apply. The application cannot be used as if it were two separate companies within the same environment, even if the companies belong to the same group.
